Over the weekend I had some time to go to the library and check the microfilm archives of the Times of London and the Sunday Times. The incident, as reported in those two papers, was the result of mismanagement of the crowd and was not a "riot", as I had stated in an earlier version of my page.

However, this doesn't affect my doubts about the circumstances surrounding the photograph. In fact, the Sunday Times of 16 April 1989 (page A3) Times of London (page 1) of the next day both had photos about which I would raise the same questions. They are close-ups of people in apparent distress, but hardly mashed up against the fence. Furthermore, the wire grids of the fences in the two photos are different -- square in one picture and rectangular in the other!
